If you put your old couch at the curb in Phoenix without booking an appointment first, you’ll likely end up with a violation notice and your sofa still sitting there. The zone-based quarterly schedule ended in September 2024, and since then, Phoenix bulk trash runs by appointment only: four pickups per year, dates you pick, up to 10 cubic yards each, at no charge.
The appointment system is more flexible than the old zone calendar. You choose when, with dates available up to a year out. But the exclusion list is where things get complicated. No refrigerant appliances, which means no refrigerators, freezers, or air conditioners. No tires, no glass, and construction debris is severely capped. Evaporative coolers are accepted, which surprises some residents, but anything with refrigerant is not.
If you live in Scottsdale, Tempe, Mesa, Chandler, or Gilbert, none of this applies to you. Each city runs its own separate program. Here’s how Phoenix works, what it covers, and what your options are when the city can’t help.
In this article:
How Phoenix’s appointment system works
The City of Phoenix Public Works Department provides free bulk trash pickup for eligible residential customers. Each household receives four appointments per calendar year, each holding up to 10 cubic yards of material. That resets every January 1.
How to schedule:
- Online: Use the scheduling portal on the City’s bulk trash page at phoenix.gov
- App: PHX Connect (free, iOS and Android)
- Phone: 602-262-6251 (for Water, Sewer, Trash, and City Services)
Appointments can be scheduled as early as 3 business days out or as far as one year ahead. Most areas have openings within a couple of weeks. If you need to cancel, do it at least 2 business days before the appointment and it will not count against your four for the year.
Setout rules
- Items can go out no more than 7 days before your appointment date
- Everything must be in place by 5:30 AM on your appointment day
- Pile goes at the front edge of your property, within 5 feet of the curb
- Keep the pile at least 5 feet from fixed objects: mailboxes, utility poles, fire hydrants, parked cars, water meters
- Do not place anything in alleys. Phoenix standardized pickup to the front of the property
- One pile per household; do not combine with neighbors’ items
- No Bagster bags permitted in the pile
Placing items more than 7 days before your appointment is a city ordinance violation. The scheduler also automatically blocks 7-day windows before and after Halloween, Thanksgiving, Christmas, and New Year’s Day.
Community and HOA appointments
Some Phoenix neighborhoods have pre-arranged community bulk trash dates for the whole area. Check the City’s community appointment list at phoenix.gov before scheduling individually. If your community already has a date on the calendar, it uses the same appointment slots and you don’t need to book separately.

One detail worth calling out on the appliance rows: evaporative coolers and swamp coolers use water, not refrigerant. They go in the standard pile. Central and window air conditioners use refrigerant and do not. If you’re not sure which you have, check the unit: a standard evaporative cooler has pads and a water line, not a compressor.
Refrigerant appliances, tires, and glass
These three categories generate more missed pickups in Phoenix than anything else. Each one has a clear option.
Refrigerant appliances (refrigerators, freezers, air conditioners)
Any appliance containing Freon or refrigerant is excluded from the standard bulk pile. Refrigerators, freezers, window AC units, and central AC components all fall in this category. The city offers two options through its own programs:
Fee-based curbside pickup: Call 602-262-6251 to schedule a separate appliance pickup. The fee is $25 per refrigerant appliance, billed to your city services account. Non-refrigerant appliances (stoves, washers, dryers) run $30 for up to 5 units. Refrigerators and freezers: all doors, hinges, lids, glass shelves, and latches must be removed before placement, per Arizona Revised Statutes 36-1651.
Transfer station drop-off: Each city residential customer gets one free refrigerant appliance drop-off per year at either transfer station. Additional appliances cost $20 each plus the standard $55/ton disposal fee. The same door-removal requirement applies.
Donate a working appliance: Stardust Building Supplies accepts working appliances for free pickup and tax-deductible donation. The City of Phoenix promotes Stardust on its official appliance recycling page.
For appliances that need to come out of a tight space, or when the timing of scheduling through the city doesn’t work, LoadUp handles appliance removal in Phoenix with no separate city scheduling required.
Tires
Tires of any kind are excluded from curbside bulk pickup. However, city residents can bring up to 5 automobile tires per year to either transfer station at no charge. Rims must be removed before you arrive. The stations do not accept off-road, semi, or motorcycle tires. State law prohibits tires in landfills, so they go to a separate Maricopa County collection for recycling.
Glass
Windows, mirrors, shower doors, patio doors, fluorescent tubes, and other glass items are excluded from bulk pickup because of crew safety. Glass can be self-hauled to either transfer station as part of the standard free monthly drop-off allowance (up to 1 ton free with city services bill and photo ID).
Electronics disposal in Phoenix
Electronics are not part of the standard bulk trash pile in Phoenix. Arizona does not have a statewide landfill ban on electronics the way Florida and Illinois do, but the city program does not accept them, and the city actively directs residents to recycling options.
Westech Recyclers
The City of Phoenix certifies Westech Recyclers as a Zero Waste Business and promotes them directly on the city’s official Household Hazardous Waste page. Westech accepts computers, cell phones, TV monitors, printers, laptops, and electronics with non-removable batteries. They also operate a retail store (Resell Electronics) selling refurbished devices.
Transfer station and fee-based curbside TV pickup
The city’s two transfer stations accept CRT televisions and monitors. Residents can drop off up to 2 CRT units per month at no charge; additional CRTs cost $20 each. For a fee-based curbside TV pickup: the city picks up up to 2 TVs (CRT or flat-screen) for $30, billed to your city services account. Schedule by calling 602-262-6251.
Lithium batteries
Lithium-ion batteries should never go in the regular trash or recycling bin. They are a leading cause of truck and transfer station fires. The city strongly encourages proper disposal through the HHW home collection service or at Westech. If a device has a non-removable battery, Westech is the right option.
For electronics that need to leave today and hauling to Westech isn’t convenient, LoadUp handles electronics removal in Phoenix from wherever the items are.

Household hazardous waste
Paint, solvents, motor oil, antifreeze, pool chemicals, pesticides, and batteries are all excluded from the bulk trash pile. The transfer stations do not accept household hazardous waste either. For HHW, Phoenix operates a separate free home collection program.
HHW home collection: Each city solid waste customer gets one free home collection per calendar year. Schedule online through the City’s HHW scheduling portal or email hhwcollection@phoenix.gov. Items are placed by 7 AM next to your garage or front door, not at the curb. Pickup happens between 7 AM and 5 PM on the scheduled day. The 30-day scheduling window fills up quickly; book as early as the portal allows.
What this covers: Paint, solvents, pesticides, pool chemicals, motor oil, antifreeze, batteries, and similar household chemicals. See the HHW acceptable materials list on the city’s page before scheduling.
The HOA and heat factor
Phoenix metro has one of the highest HOA rates in the country. Most master-planned communities, many established neighborhoods, and virtually all newer developments in Phoenix and surrounding cities are governed by HOA rules that intersect directly with bulk trash timing.
The city allows items at the curb for up to 7 days before your appointment. Most Phoenix HOAs permit staging only within that window. But two things make the full 7-day staging period impractical for many Phoenix residents:
Arizona summer heat. June through September brings temperatures consistently above 100 degrees, with highs frequently reaching 115 or above. Items staged at the curb for a week during summer deteriorate quickly: mattresses warp and off-gas, upholstered furniture bleaches and dries out, and the appearance of items changes significantly between day one and day seven. HOA boards notice. Many Phoenix residents find that even with a legitimate appointment, staging more than 2 or 3 days out in summer invites a courtesy notice.
Monsoon season. July through September also brings intense afternoon storms with high winds. Items left at the curb through a monsoon event can scatter, creating both a cleanup problem and a code issue. Plan appointments to avoid leaving items out over a weekend during monsoon season whenever possible.
Real estate timing. Many Phoenix-area homeowners stage bulk trash during or before listing a property. If you’re preparing for showings, don’t set items out more than 1 or 2 days before the appointment regardless of what the city allows. An HOA-compliant pile that still looks like a pile is a problem for listing photos.
Scottsdale, Tempe, Mesa, Chandler, and Gilbert
“Phoenix bulk trash” is what residents in all of these cities search when they need help with large item disposal. None of them use the Phoenix appointment system. Each city runs its own separate program.
| City | Frequency | Key facts | Where to confirm |
|---|---|---|---|
| City of Phoenix | 4 appointments/year, you pick dates | 10 cu yd limit; 7-day staging window; no refrigerant appliances or tires | phoenix.gov or 602-262-6251 |
| Scottsdale | Published zone/area calendar (varies by area) | Salt River Landfill self-haul: 2,000 lbs/week free with utility bill and ID. Accepts appliances if Freon removed; no electronics, no tires. | scottsdaleaz.gov/solid-waste |
| Tempe | Every other month (6 times/year), Areas A through H | Items out by 6 AM Monday of collection week; no more than 10 days before. 10 cu yd limit. Green organics separate pile, 4 feet apart. Sky Harbor Regional Transfer Station: 1,000 lbs/month free. | tempe.gov or 480-350-4311 |
| Mesa | Quarterly scheduled (free) + on-demand appointments ($29/load starting rate) | On-demand: call 480-644-6789 or mesaaz.gov. Items at end of driveway after 6 PM night before. Bed bug items must be labeled “BB.” Cancel 1 business day ahead or $29 trip charge applies. | mesaaz.gov or 480-644-6789 |
| Chandler | Quarterly, zone-based schedule | 7-day setout window before scheduled pickup. No refrigerant appliances. | chandleraz.gov |
| Gilbert | Quarterly, online scheduling available | HOA communities (Power Ranch, Seville, Agritopia) restrict early setout. | gilbertaz.gov |
One thing every Phoenix-area city agrees on: refrigerant appliances, tires, and household hazardous waste are excluded from curbside bulk pickup across the board. No city in the metro accepts refrigerators or AC units at the curb.
When the program doesn’t cover it
Four appointments per year covers most routine situations, but it doesn’t cover all of them. You aren’t covered if:
- You have a refrigerator, freezer, or AC unit and want it gone without the city’s separate scheduling and fee process
- You need something removed in the next day or two and can’t wait for the 3-business-day booking minimum
- You’ve already used all four appointments for the year
- You have construction or renovation debris beyond the very small allowed amounts
- Your HOA won’t permit the full 7-day staging window during summer or monsoon season
- You’re preparing for real estate photos and need items gone today, not in a week
- You need items removed from inside the home, not just placed at the curb
- You live in Scottsdale, Mesa, Tempe, Chandler, or Gilbert and need a single service that covers the whole job without navigating a separate program
LoadUp provides junk removal across Phoenix and the entire Valley with no appointment wait, no restrictions on tires or renovation debris, and no 7-day staging window to manage with your HOA. Book online, get a price upfront before anyone shows up, and pick a time that works. Loaders are independent contractors who handle the lifting from inside the home. If the refrigerator needs to leave today, it leaves today.
For furniture, appliances, and household items in good condition, LoadUp routes eligible pieces to donation partners including Goodwill, Salvation Army, Habitat for Humanity, and the Furniture Bank Association of North America before anything goes to disposal.
LoadUp runs 20-30% below what most junk removal companies charge for comparable work in the Phoenix area.
